The rules for renting an offshore Linux KVM VPS from OffshoreKVM, under the law of Panama.

Last updated: · 7 min read

Quick answer

What are the key terms of OffshoreKVM?

OffshoreKVM rents offshore Linux KVM VPS for 30 days at a time, paid from a prepaid crypto balance, with no KYC. The seller is DomaineGoat LLC, a company registered in Panama. These Terms follow the law of Panama, and the courts of Panama decide disputes. DMCA notices are ignored. Prohibited uses lead to suspension, and refunds follow the refund policy.

1. Agreement and operator

These Terms of Service ("Terms") govern the OffshoreKVM VPS service, the website at https://offshorekvm.com and the customer dashboard. The service is sold and run by DomaineGoat LLC, a limited liability company registered in Panama. In these Terms, "we" means DomaineGoat LLC, and "you" means the holder of the account.

By opening an account, topping up a balance or using a VPS, you accept these Terms. Three policies are part of them: the acceptable use policy, the privacy policy and the refund policy.

2. Who can use the service

  • Accounts are for people aged 18 or over.
  • Not available to people or companies in Cuba, Iran, North Korea, Syria, Russia, Belarus, China, Yemen or Western Sahara, or in the occupied regions of Ukraine.
  • You must not be on a sanctions list, and you must not use the service for a person or company that is.
  • You must be able to make a binding contract where you live.

3. Accounts

Sign in with an account number; an email address is optional. No KYC: no ID, no selfie, no documents, no card, no phone number.

  • Your account number works as your password: whoever holds it controls the account, its balance and its VPS.
  • Your account number is how you sign in, so store it carefully. With an optional email on file you can recover it; with no email, a lost number is gone for good.
  • You are responsible for everything done with your account number and your SSH keys.
  • Nobody from our team will ever ask for your account number, your root password or your private SSH key, by email or in a chat.

4. The service

Offshore Linux VPS on KVM virtualization: each VPS runs its own kernel, with full root access over SSH. vCPU are shared CPU cores; the RAM and the NVMe disk space of your plan are reserved for your VPS.

  • Plans: KVM 1 $3.08, KVM 2 $4.92, KVM 4 $8.25, KVM 8 $13.50, KVM 16 $20.62, each for 30 days. Full specifications are on the OffshoreKVM pricing page.
  • Locations: Amsterdam (Netherlands), Reykjavik (Iceland), Zurich (Switzerland) and Bucharest (Romania): every plan in every location, at the same price.
  • Systems: Linux only: Debian, Ubuntu, AlmaLinux and Rocky Linux. No Windows. Images offered: Debian 12, Debian 13, Ubuntu 24.04 LTS, Ubuntu 22.04 LTS, AlmaLinux 9, Rocky Linux 9.
  • Access: Root access over SSH with your own public key; password login is off by default.
  • Management: Reboot, reinstall and delete are requested from your dashboard and carried out by the team; a reinstall erases the disk.

5. Prices and payment

Prices are in US dollars for one 30-day period, as listed on the pricing page.

  • Payment is in crypto only: BTC, USDT, USDC, ETH, SOL, LTC. USDT is taken on Tron (TRC-20) or Ethereum (ERC-20), and USDC on Ethereum (ERC-20). Bitcoin is taken on-chain only. Monero and Lightning are not accepted.
  • You top up a prepaid balance, from a $25 minimum, and each 30-day period is paid from that balance.
  • Send the exact amount to the address and on the network shown on the payment page. A payment sent on another network can be lost.
  • You pay the network fee of your own transaction.
  • Incoming payments are checked against public sanctions lists of blockchain addresses; a payment from a listed address is not credited.
  • A price change applies to new orders. A period already paid keeps the price you paid for it.

6. Delivery

A person creates your VPS after your payment is confirmed, so it is not instant; your dashboard shows the status, then the IP address once the VPS is running. The 30 paid days start when the VPS is ready, not when you pay. If a VPS cannot be set up, it is not created and its price stays on your balance, as the refund policy states.

7. Periods, renewal, suspension and deletion

A VPS is paid for 30 days at a time from your prepaid crypto balance. With auto-renew on, it renews from the balance; if the balance does not cover the next 30 days, the VPS is suspended at the end of the period, its disk is kept for 7 days, then deleted.

  • Early renewal: you can renew a VPS from your dashboard before its period ends.
  • Auto-renew off: the VPS is suspended at the end of its paid days, with the same 7-day keep period.
  • Restart after suspension: a renewal within the 7 days starts the VPS again with its disk as it was. After them, the disk is gone for good.
  • Deletion: deleting a VPS ends it and erases its disk. The days left on it are not credited back.
  • Reinstall: a reinstall erases the disk and installs the system you choose.

8. Your data and backups

No automatic backups are included: keep your own copies of anything that matters. You are responsible for the data on your VPS and for keeping copies of it. Nobody can recover a disk after a reinstall, after a deletion or after the 7-day keep period.

9. Network, traffic and mail

  • Every VPS has one dedicated IPv4 address and IPv6. Traffic quotas count outgoing data per 30-day period; over the quota there is never an automatic extra charge.
  • Outgoing port 25 (SMTP) is closed on every VPS to stop spam, and it stays closed. Ports 465 and 587 to mail providers stay open.
  • You must not use the IP addresses of your VPS in a way that the acceptable use policy prohibits.

10. Acceptable use

The acceptable use policy is part of these Terms. No spam or bulk email, no phishing, no malware or botnet control, no DDoS or other attacks, no scanning or brute-forcing of other people’s systems, no booter or stresser services, no carding or fraud, no child sexual abuse material, no cryptocurrency mining, and no service to sanctioned people or companies. Tor relays are allowed, exit relays included, as well as middle relays and bridges. You are responsible for what you run on your VPS and for anyone you give a login on it.

DMCA ignored: we do not act on DMCA notices or other foreign copyright notices. We answer only to Panamanian law and to orders of Panamanian courts. OffshoreKVM is run by DomaineGoat LLC, a company registered in Panama, and answers only to Panamanian law. The datacenter that houses each VPS is in its own country and follows that country’s law.

We hand over records only on an order of a Panamanian court. The privacy policy lists the records that exist; connection logs, traffic logs and IP addresses of visitors or customers are not among them.

12. Suspension

We suspend a VPS in two cases:

  • its paid days end without a renewal (section 7);
  • it is used in a way the acceptable use policy prohibits.

DMCA and foreign copyright notices are ignored; only Panamanian law and Panamanian court orders apply. Spam, phishing, malware, botnet control, attacks and child sexual abuse material are not allowed and lead to suspension. A suspended VPS shows as suspended in your dashboard. A VPS suspended for a breach of the acceptable use policy gets no credit for its remaining days. The refund policy covers only the cases it lists. To appeal, write to [email protected] with the order reference and the IP address of the VPS. You can stop using the service at any time by deleting your VPS.

13. Availability

We do not promise a specific uptime. Maintenance, the datacenter network and events outside our control can interrupt a VPS. No DDoS protection is promised beyond what the datacenter network does by default. If a VPS does not run and support cannot fix it, the days it did not run go back to your balance. We can add or remove plans, locations and systems for new orders; a 30-day period already paid is not changed.

14. Disclaimers

The service is provided "as is" and "as available". We do not promise that a VPS suits a given purpose. We do not promise that a given website or service accepts the IP address of your VPS. Nor do we promise that IP location databases place it in a given country.

15. Limitation of liability

As far as the law of Panama allows, we are not liable for indirect or consequential losses, lost profits or lost data. Our total liability for any claim is limited to the price of the 30-day period of the VPS the claim concerns. Nothing in these Terms limits a liability that Panamanian law does not allow us to limit.

16. Indemnity

You cover our reasonable costs and losses from claims by third parties caused by your breach of these Terms or of the acceptable use policy.

17. Governing law and courts

These Terms and the service are governed by the law of the Republic of Panama. The courts of Panama have exclusive jurisdiction over any dispute about these Terms or the service.

18. Changes and language

We can update these Terms. The date at the top shows the version in force, and a change applies from that date to new orders, renewals and continued use. These Terms are written in English; if a translation differs, the English text applies.

19. Contact

  • Support: [email protected]. A person answers support emails within 12 hours, seven days a week, including help with SSH keys, reinstalls and firewall rules.
  • Abuse reports: [email protected].
  • Identify yourself with an order reference (ORD-…) or the IP address of your VPS, never with your account number. The OffshoreKVM contact page lists what to include.
