An offshore VPS is a virtual server rented from a company or datacenter outside your own country, chosen for its laws on privacy and takedowns. By that definition, a VPS in Amsterdam is offshore for a customer in the United States, the United Kingdom, Germany or anywhere else. For a Dutch resident, it is a local server.
A stricter reading of offshore means outside the EU. On that reading the Netherlands does not qualify: it is a founding EU member. In Europe, our two locations outside the EU are covered in is Iceland good for an offshore VPS and is Switzerland good for an offshore VPS.
At OffshoreKVM, the company is offshore as well. OffshoreKVM is run by DomaineGoat LLC, a company registered in Panama, and answers only to Panamanian law. The datacenter that houses each VPS is in its own country and follows that country’s law. An Amsterdam VPS from us pairs a Dutch datacenter with a Panamanian operator.
The Netherlands is the most common offshore VPS location: 26 of the 36 active hosts in OffshoreKVM's check of 29 October 2026 offer it. The next countries are the United States (17 hosts), Germany (13) and Switzerland (12). Amsterdam alone is named by 18 hosts. Among smaller hosts with 12 countries or fewer, 20 sell the Netherlands.

On 11 March 2015, the District Court of The Hague annulled the Dutch data retention law, with immediate effect. That law had required telecom providers to store communication and location data on everyone in the Netherlands for up to a year.
OffshoreKVM is run by a Panamanian company and answers only to Panamanian law. The datacenter follows Dutch law, and we do not control its network equipment. What an operator can be made to disclose is covered in can an offshore hosting provider be forced to hand over my data.
OffshoreKVM ignores DMCA notices for every VPS, the Amsterdam ones included. DMCA and foreign copyright notices are ignored; only Panamanian law and Panamanian court orders apply. Spam, phishing, malware, botnet control, attacks and child sexual abuse material are not allowed and lead to suspension.
These rules come from our Panamanian operator. The server's country keeps its own law: OffshoreKVM is run by DomaineGoat LLC, a company registered in Panama, and answers only to Panamanian law. The datacenter that houses each VPS is in its own country and follows that country’s law. The full policy is in what does DMCA ignored mean for an offshore VPS.

We keep only what running your VPS and billing need: your account number and optional email, your orders and top-ups (amount, coin, network, transaction ID, date), and each VPS’s name, plan, location, system, SSH public key, IP addresses and dates. We do not control the datacenter’s own network equipment. Records are handed over only on an order of a Panamanian court.
